Dog Bowl is basically an undeveloped waterfront strip on N Willamette between residential and industrial Swan Island—there's no parking lot, no facilities, no official signage saying you can even be there. It's more of a "technically public land nobody's really managing" situation than an actual park. The trails exist and there are wildflowers, plus you get decent sunset views over the Willamette if you're into that kind of thing. The river itself is a Superfund site though, so don't let dogs drink from it.

The real issue here is leash enforcement is basically nonexistent. Multiple reviews mention off-leash dogs, and there was a documented pit bull attack a while back that sent someone to the hospital and left other dogs needing surgery. Whether it's homeless camps, unsupervised dogs, or just the general vibe of the area, this isn't somewhere I'd feel comfortable with a loose dog or even bringing a small one without staying alert. The homeless encampments are generally okay but add to the unpredictability. There's also trash scattered around because the city hasn't bothered putting in bins or maintenance.

If you want a waterfront walk in North Portland, honestly just head to Drip Drop Coffee on N Williams and walk from there—you'll actually find maintained green space. Dog Bowl isn't worth the trip unless you're specifically exploring Swan Island. It's the kind of place that exists on Google Maps by accident and feels like trespassing even when you're technically allowed. Keep your dog on leash if you do go, and go during daylight.
